Grants for refurbishing buildings, for residents' associations

Poorly maintained buildings mean a run-down public realm. Refurbishing the overall structure of a building and adopting energy-efficiency measures therefore improve people’s wellbeing and quality of life.

In 2017 the City Council allocated €46.6 million of the municipal budget to grants helping to meet the cost of refurbishing homes and buildings, so that they are safe, accessible and energy efficient.

All external refurbishment work on the building must preserve consistency of type and colour, in order to protect the uniformity of the façades.

One of the categories of work eligible for the grants is accessibility.

Incluye:

  • Installation of lifts in buildings that do not have one.
  • Removal of changes in level on the approach from the street to building lobbies.
  • Structural alterations involving the demolition, widening or adaptation of doorways or corridors.
  • Improvement of accessibility conditions for lifts.
  • Construction of ramps or lifting equipment (vertical platform lifts).

  • The chair of the residents' association.
  • Whoever manages or owns the building
Which buildings are eligible?

Eligible applicants:

  • In general terms, buildings must be in permanent residential use and have been built before 1992, except in the case of accessibility improvement works and energy-efficiency measures.
  • Empty residential buildings can qualify for the grants provided that, once refurbished, they are added to the social rental pool for a period of no less than five years.

Where, when and how do you apply for the grant?

The grant is applied for at the Barcelona housing offices (by appointment at www.habitatge.barcelona) and until 31 December 2017.

You need to complete the application form and submit the following documents:

  • Quote.
  • Technical inspection report for the building (IITE).
  • Certificat d’eficiència energètica.
  • Certificat d’accessibilitat.

Within one month at most, the Consorci de l’Habitatge will arrange a visit to the property and draw up a technical report setting out the conditions for qualifying for the grant and the maximum amounts payable.

When can the works start?

If the report is favourable, you must submit the grant application form together with notice of the start of works, which must begin within a maximum of 6 months.
